About CVEMA
CVEMA was established in late 2018 through an agreement between the public safety agencies and municipalities of the Carbon Valley, including the towns of Firestone and Frederick, the City of Dacono, and the Frederick-Firestone Fire Protection District. Emergency Management Director Merrie Garner was hired on April 1, 2019, and began building a comprehensive emergency management program.
In its first five years, CVEMA has successfully completed plans for prevention, preparedness, response, recovery, and mitigation. In addition, the Carbon Valley Emergency Operations Center (EOC) has been renewed with equipment and processes to ensure first responders and local governments are supported in the event of a local disaster, from the initial response through the community’s recovery. CVEMA also offers hazard and weather awareness classes, preparedness training, business continuity planning support, and resilience-building courses in the community to enhance local readiness.
With extensive experience in emergency management, Merrie previously served as an emergency management coordinator for both Weld County and Boulder County. She specializes in disaster preparedness, EOC operations, and inclusive, whole community-based emergency planning. Merrie has led coordination and support efforts for blizzards, fires, floods, and numerous planned events and exercises. Her diverse background in public safety, as a special events planner, and as a marketing director enables her to connect people with ideas, and she is passionate about building an excellent emergency management program and strengthening community resilience in the Carbon Valley. Merrie has lived in the Carbon Valley since 2006.

CVEMA's mission is to empower everyone in the Carbon Valley communities to be as prepared and resilient as possible before, during, and after large-scale emergencies or disasters.
What we do BEFORE, DURING, and AFTER a disaster
- Evaluate Risk
- Write, review and update emergency plans
- Build relationships with all levels of government, the private sector (business and community organizations) and the public
- Facilitate coordination between agencies involved in disaster response and recovery
- Look for and document ways to reduce and eliminate the consequences of disasters
- Connect people to plans
- Help the community get ready for disasters (large and small) *
- Teach people about individual and family preparedness
- Build community resilience through continuity of operations planning (COOP)
