POSITION TITLE: FIRE PREVENTION SPECIALIST
JOB STATUS: FULL-TIME; FLSA NON-EXEMPT, SWORN
EMPLOYMENT STATUS: AT-WILL
HOURS: AS NECESSARY TO SATISFACTORILY PERFORM THE DUTIES OF THE POSITION
The Frederick-Firestone Fire Protection District (District) established the following position description to outline the basic requirements, duties, and responsibilities of the full-time position of Fire Prevention Specialist. This position is “at-will,” which means the District or the employee may terminate the employment relationship at any time and for no reason, subject to Federal and State law requirements.

Position Summary: Under the supervision and direction of the Assistant Chief of Planning/Fire Marshal, the Fire Prevention Specialist performs various technical functions, including fire inspections, plan reviews, origin and cause investigations, and general community risk reduction services within the District. The Fire Prevention Specialist performs the inspection and testing of installed fire suppression and alarm systems per approved plans, investigates assigned fires to determine the origin and cause, and conducts occupancy and fire and life safety inspections concerning the issuance of permits and fire code enforcement. The position also involves, but is not limited to, responding to emergencies for fire investigation or building safety inspections for the District.
Supervisor: Assistant Chief of Planning / Fire Marshal.
Essential Duties: The Fire Prevention Specialist requires skills/knowledge in overall community risk reduction, including fire and emergency medical prevention, public education, fire code inspections, fire investigations, fire and life safety code enforcement, and plan reviews. The primary duties and responsibilities of the Fire Prevention Specialist include, but are not limited to:
- Maintains knowledge of, and compliance with, all rules, policies, guidelines, and directives of the District.
- Conducts the review and application of fire codes and standards, including researching, analyzing, and interpreting the fire codes and standards adopted by a jurisdiction within the District to facilitate uniform and consistent application.
- Consistently promote a professional image of the District and oneself at during all duties.
- Complete and maintain all training and certifications to meet the position's duties.
- Assists with the District’s Youth Firesetter Intervention Program as needed or required by the Fire Marshal.
- Conduct inspections and testing of fire suppression and alarm systems. Inspect work or occupancies, as necessary and appropriate, to ensure fire and safety code compliance.
- Coordinates with the District’s Fire Marshal and fire protection engineering firm(s) to conduct plan reviews.
- Responds to request for information concerning fire code(s) and related standards, and advise architects, builders, property owners, developers, and members of the public concerning; fire and life safety code(s) requirements, equipment, and system specifications and related fire prevention, detection, and suppression requirements of the District or jurisdictions located within the District. With prior approval, assist other governmental agencies on matters concerning fire codes and standards.
- Assists the District’s Fire Investigators in determining the origin and cause of all fires.
- Prepares, or assists in preparing, reports and documents necessary for submitting a fire investigation case as directed by the Fire Marshal or District Attorney.
- Understands and follows all superior officers' detailed oral and written instructions.
- Attend all required District training and meetings as needed or requested.
- Clearly and concisely communicates, both verbally and in writing, information necessary to successfully conduct all duties and responsibilities.
- Positively and professionally interacts with all personnel and customers, upholding the District's core values and code of conduct.
- Safely, competently, and efficiently operate required District vehicles and equipment.
- Routinely inspects the District’s fire prevention and investigation supplies and forms.
- Routinely inspects the District’s fire investigation equipment for operability and proper calibration.
- Respond to emergency incidents in a support function under the direction of the on-scene incident commander in building safety or fire investigation matters.
- Take and enforce proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Be responsible for self-safety, others' safety, materials, and equipment. Use all safety equipment and personal protective equipment.
- Exercises strong analytical and problem-solving skills, including the ability to collect, integrate, analyze, and use data and information, and compare and evaluate possible actions or courses of conduct based upon such analysis.
- Strong public relations and customer service skills, including interactions with other government and emergency service agencies, co-workers, and the public in routine and emergency settings.
- Possess and portray professionalism, initiative, and a strong work ethic that upholds the District's mission, values, and expectations.
- Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, and the public.
- Ability to teach, coach, and assist peers, subordinates, and superiors when requested or identified.
- Performs such other duties as may be assigned by the Fire Chief.
Education, Training, Experience, and Other Requirements:
- Minimum of a High School Diploma or G.E.D. Associate degree preferred.
- Minimum of five years in fire protection, emergency services, or building trades.
- Possess strong communication skills, including but not limited to preparing clear, concise, and accurate written reports with English utilization, spelling, grammar, and punctuation skills, and the ability to present ideas and instructions effectively.
- Ability to utilize District elected software programs such as Word, Excel, Visio, Blue Beam, Vector Solutions, Image Trend, and other software at a sufficient skill level to perform a moderate to heavy workload promptly and satisfactorily.
- Ability to perform mathematical computations at a sufficient level of skill to perform duties promptly and satisfactorily.
- Perform difficult administrative work involving personal initiative and sound judgment.
- Ability to work well under pressure, in stressful conditions, and with time constraints.
- Possess and maintain a valid State Driver’s License and an insurable driving record.
- Maintains all District-required certifications and training requirements.
The District will support the individual obtaining the following minimum requirements for the position:
10. Possess and maintain a national certification as a Fire Code Inspector I or equivalent within six (6)
months of hire or appointment.
11. Possess and maintain CPR/AED/First Aid certification within six (6) months of hire or appointment.
12. Possess National Incident Management System 100, 200, and 700 certifications within six (6) months of
hire or appointment.
13. Possess and maintain a national or State of Colorado Fire Inspector II certification within one (1) year of
hire or appointment.
14. Possess and maintain a Fire Investigation Technician (FIT) certification through the International
Association of Arson Investigators (IAAI) within two (2) years of hire or appointment.
15. Possess and maintain a national or State of Colorado Fire Inspector III – Plans Examiner certification
within two (2) years of hire or appointment.
16. Possess and maintain the National Association of Fire Investigators (NAFI) Certified Fire and Explosion
Investigator (CFEI) certification within three (3) years of hire or appointment
17. State of Colorado Youth Firesetter Intervention Specialist I within three (3) years of hire or
appointment.
18. An associate degree in a related field within three (3) years of hire or appointment. A bachelor’s degree
in a related field is required for future advancement within the Division.
Working Environment/Physical Requirements:
- This position requires work in various locations and conditions, including but not limited to an office and other similar inside work areas, buildings and grounds under construction, and fire and emergency scenes.
- A substantial portion of this position will involve sedentary, administrative work in an office environment; however, the Fire Prevention Specialist shall also work in various outside environments as needed or required to fulfill the job requirements.
- Strenuous physical activity under extreme adverse conditions will be required periodically.\
- This position requires standing, running, walking, sitting, kneeling, stooping, bending, lifting, squatting, pushing, pulling, crawling, jumping, sliding, climbing, pinching, gripping, digging, spraying, reaching over the head, reaching away from the body, and making repetitive motions.
- Will be required to work in all weather conditions, during extreme subzero temperatures, and in extremely warm temperatures.
- Work may be performed under dangerous and adverse conditions, including, but not limited to, weakened structures, slippery and uneven surfaces, proximity to moving mechanical equipment, burning structures, broken glass or other materials, electrical currents, high places, and confined spaces.
- Work may result in exposure to contaminated environments, including but not limited to hazardous materials, smoke, gases, chemicals, fumes, odors, mist, and dust, requiring personal protective equipment provided by the District.
- Working within the public may result in exposure to infectious diseases or illnesses, such as Hepatitis A, B, or C, HIV, tuberculosis, smallpox, COVID-19, RSV, or any other known or unknown infectious disease or illness.
- Work may result in exposure to high noise levels requiring the wearing of hearing protection.
- This position requires completing an annual physical examination provided by the District’s designated medical provider and completing a criminal background check.
- Frequent exposure to periods of high activity, interruptions, and high stress under demanding and occasionally adversarial conditions.
- This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception, and color vision.
- This position will involve high physical, mental, and/or emotional stress periods.
