The Frederick-Firestone Fire District (the District) established the following position description to outline the full-time Fleet Mechanic position's basic requirements, duties, and responsibilities. This position is “at-will,” which means the District or the employee may terminate the employment relationship at any time and for no reason.

 Position Summary:

Under the supervision and direction of the District's Fleet Manager, the Fleet Mechanic is responsible for proper maintenance and repairs to all District apparatus, vehicles, and equipment (small engine through heavy equipment), ensuring safe operation and equipment availability for the District’s fleet. The mechanic conducts significant repairs and scheduled service of District apparatus and vehicles.

Essential Duties:

  1.   Maintains knowledge of and compliance with all District rules, regulations, directives, policies, and procedures.
  2.  Individuals must be self-motivated and able to follow directions, elevate problems, and prioritize tasks.
  3. Consistently promotes a professional image of the District while performing all duties.
  4.  Works closely with the Fleet Manager to plan and schedule work to prepare equipment for service.
  5. Performs assigned duties and needed work assignments effectively and on time.
  6.  Clearly and concisely communicates, both verbally and in writing, information necessary to successfully conduct all duties and responsibilities.
  7. Positively and professionally interact with all District personnel, partners, vendors, and customers.
  8.  Safely, competently, and efficiently operate and maintain all District apparatus, vehicles, and equipment.
  9.  Diagnoses and solves maintenance problems proactively.
  10. Monitors and maintains a clean work area and any assigned vehicles.
  11.  Repairs and maintains hydraulics, brakes, and air brakes, ABS, gas and diesel engines, advanced electrical and on-board computers, fuel delivery, transmissions, air systems, exhaust, axles, and suspensions, fire pumps, foam systems, and aerial apparatus.
  12. Performs oil changes, preventative maintenance, and safety checks on emergency response vehicles.
  13. May perform welding and fabrication of steel and aluminum for body repairs and fire apparatus refurbishment.
  14.  Complete detailed records on the District fleet, including all work orders, maintenance and repair records, service cost, service hours, accident reports, and safety checklists.
  15. Conduct preventive maintenance, make needed repairs and maintenance decisions, and track all warranties and recall issues.
  16. Completes repair and maintenance records for National Fire Protection Agency fire equipment and apparatus testing, including scheduled and nonscheduled maintenance or repairs.
  17. Assist in maintaining the inventory as needed, including accurately tracking parts used.
  18.  On an on-call basis, may respond as requested to emergency scenes outside the maintenance facility or fire stations in all weather conditions to perform fire apparatus/vehicle services.
  19.  Must be able to drive all District fire apparatus and vehicles to test drive for diagnosis after pick-up, repairs, and delivery of equipment.
  20.  Trains other personnel in minor equipment repair, fluid adjustment, and minor vehicle maintenance that can be performed at the stations.
  21.  Performs required work, including evening, weekend, and overtime assignments.
  22. Attends local meetings and out-of-state training seminars as needed or required.
  23.  Must possess a personal hand tool set sufficient to perform the required duties. The District will provide a tool allowance as needed or required. The District will provide specialized fleet-specific tools if needed.
  24.  Performs such other duties as may be assigned by the Fleet Manager, Fire Chief, or their designee.

 

Education, Training, Experience, and Other Requirements:

  1.  High school diploma or general equivalency diploma (GED).
  2. Diploma or Certification in Automotive/Diesel Technology or five (5) plus years of Journeyman experience as a Mechanic/Technician. ASE Master Truck certification is preferred.
  3. Must obtain and maintain certification as an Emergency Vehicle Technician (EVT) Level 1 Fire Apparatus and Ambulance within two years of employment.
  4. Knowledge of the National Fire Protection Association Standards for Fire Apparatus.
  5. Obtain CPR/AED and First Aid certification in the first year of employment.
  6. Possess and maintain a valid Colorado Driver’s License and an insurable driving record upon hire.
  7. Obtain and maintain a valid Colorado Commercial Driver’s License within one year of hire and maintain an insurable driving record.
  8. Maintain all District-required certifications and training requirements outlined in this description and any other applicable District policies or rules.
  9. Ability to read, write, speak, and understand the English language at a level adequate to perform in the position.
  10. Ability to work within the cultural framework of the District as stated in the organization's Mission, Vision, and Values and expected to adhere to all rules, regulations, directives, policies, and procedures.
  11.  Strong public relations and customer service skills, including interactions with other agencies and the public through various written and verbal methods, including, but not limited to, electronic email, telephone, memo, fax, etc.
  12. Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, vendors, and the public.
  13.  Ability to interpret electric and hydraulic schematic diagrams and perform necessary repairs on such systems.
  14. Ability to diagnose diesel and gasoline engine, electrical, hydraulic, and multiplexing problems.
  15. Ability to weld using different types of welding equipment.
  16.  Ability to operate and interpret engine diagnostic and analyzer equipment.
  17. Knowledge of mechanical tools and equipment necessary to repair fire and emergency apparatus and related equipment. 
  18. Skill in reading shop manuals and schematics for troubleshooting fire and emergency apparatus and related equipment.
  19. Requires frequent use of District-provided computers, including various software packages, databases, spreadsheet programs, District automobiles, calculators, telephones, mobile computers, copy machines, cameras, printers, network equipment, tools, and other general office equipment to complete the job.
  20.  Familiarity and proficiency in using Windows Operating Systems, Microsoft Office Systems, Target Solutions, Vector Solutions, CrewSense, Image Trend, and other District software for maintenance and scheduling.
  21.  Skilled in report writing, driving, and use of computer, telephone, cell phone, two-way radio, copy machine, fax machine, scanner, calculator.
  22.   Ability to perform mathematical computations at a sufficient level of skill to timely and satisfactorily perform duties.
  23.  Ability to work well under pressure and stressful conditions.

Working Environment/Physical Requirements:

  1.  This position requires work in various locations and conditions that might not always be ideal, including but not limited to maintenance facilities, fire stations, and other similar inside work areas, and emergency scenes of every type.
  2. Strenuous physical activity under highly adverse conditions will be required periodically. To move objects, one must exert over 100 pounds of force occasionally, over 50 pounds of force frequently, and over 20 pounds constantly.
  3.  This position requires regular climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.  
  4. Will be required to work in all weather conditions during extreme subzero temperatures and in extremely warm temperatures.
  5. Work may result in exposure to contaminated environments, including but not limited to hazardous materials, smoke, gases, chemicals, fumes, odors, mists, and dust, requiring personal protective equipment.
  6.  Work may result in exposure to high noise levels, requiring wearing hearing protection.

The following position description is established by the Frederick-Firestone Fire Protection District (the “District”) to outline the basic requirements, duties, and responsibilities of the full-time position of Fire Prevention Specialist. This position is “at-will,” which means the Fire District, or the employee may terminate the employment relationship at any time and for no reason, subject to the requirements of Federal and State law.

Position Summary:

Under the supervision and direction of the Assistant Chief of Planning/Fire Marshal, the Fire Prevention Specialist performs a variety of technical functions including fire inspections, plan reviews, origin and cause investigations, and general community risk reduction services within the District.  The Fire Prevention Specialist performs the inspection and testing of installed fire suppression and alarm systems in accordance with approved plans; investigates assigned fires for the purpose of determining the origin and cause; and conducts occupancy and fire and life safety inspections in connection with the issuance of permits and fire code enforcement.  The position also involves, but is not limited to, responding to emergencies, implementing, and operating in various positions within the Incident Command System to control effectively and safely, and mitigate emergencies; and other duties as assigned.

Supervisor:    Assistant Chief of Planning / Fire Marshal.

Essential Duties:

 The Fire Prevention Specialist requires skills/knowledge in overall community risk reduction to include fire and emergency medical prevention, public education, fire code inspections, fire investigations, fire and life safety code enforcement and plan reviews.  The Fire Prevention Specialist requires a general knowledge of; firefighting, rescue, hazardous materials, and emergency medical assistance.  The primary duties and responsibilities of the Fire Prevention Specialist include, but are not limited to:

  1. Maintains knowledge of, and compliance with, all rules, policies, and procedures of the District.
     
  2. Conducts the review and application of fire codes and standards, including researching, analyzing, and interpreting the fire codes and standards adopted by a jurisdiction within the District to facilitate uniform and consistent application.
     
  3. Consistently promote a professional image of the District during performance of all duties.
     
  4. Successfully complete all training and maintain all certifications necessary to meet the duties of the position.
     
  5.  Assists with the Fire District’s Youth Firesetter Intervention Program
     
  6.  Conduct inspections and testing of fire suppression and alarm systems. Conduct inspections of work or occupancies, as necessary and appropriate to ensure code compliance.
     
  7.  Coordinates with the Assistant Chief of Planning and the District's fire protection engineering firm(s) in conducting all types of plan reviews.
     
  8.  Responds to request for information concerning fire code(s) and related standards, and advise architects, builders, property owners, developers, and members of the public with respect to; fire and life safety code(s) requirements, equipment, and system specifications and related fire prevention, detection, and suppression requirements of the District or of jurisdictions located within the District.  With prior approval, assist other governmental agencies on matters concerning fire codes and standards.
     
  9.  Assists the District’s Fire Investigators in determining the origin and cause of fires.
     
  10.  Prepares, or assists in the preparation of, reports and documents necessary for submitting a fire investigation case as directed by the Assistant Chief of Planning to the District Attorney’s office.
     
  11.  Understands and follows detailed oral and written instructions of all superior officers.
     
  12.  Attend all required District trainings and meetings as require or requested.
     
  13.  Clearly and concisely communicates, both verbally and in writing, information necessary to successfully conduct all duties and responsibilities.
     
  14.  Interacts and cooperates in a positive and professional manner with all personnel and customers, upholding the mission, vision, and values of the District at all times.
     
  15.  Safely, competently, and efficiently operate required District apparatus, vehicles, and equipment.
     
  16.  Routinely inspects the District’s fire prevention and investigation supplies and forms.
     
  17.  Routinely inspects the District’s fire investigation equipment for operability and proper calibration.
     
  18. As needed, responds to emergency incidents in a support function under the direction of the on-scene Incident Commander.
     
  19.  Take and enforce proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Responsible for safety of self, others, materials, and equipment. Use all safety equipment and personal protective equipment.
     
  20.  Exercises strong analytical and problem-solving skills, including ability to collect, integrate, analyze, and use data and information, and compare and evaluate possible actions or courses of conduct based upon such analysis.
     
  21.  Maintains an acceptable rating as directed in the District’s Physical Fitness Standards Program.
     
  22.   Performs such other duties as may be assigned by the Board of Directors or the Fire Chief from time-to-time.

Education, Training, Experience and Other Requirements:

  1.  Associate degree in related field; bachelor’s degree in related field highly preferred.
     
  2. Minimum of five years in fire and/or emergency service field.
     
  3.  Maintains all District required certifications and training requirements.
     
  4. Possess strong communication skills, including but not limited to the preparation of clear, concise, and accurate written reports, strong English usage, spelling, grammar and punctuation skills and the ability to effectively present ideas and instructions.
     
  5.  Strong public relations skills and customer service skills, including interactions with other agencies, co-workers, and the public in both routine and emergency settings.
     
  6.  Possess and portray professionalism, initiative, leadership, and a strong work ethic that upholds the mission, vision, values, and Code of Conduct of the District.
     
  7.  Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, and the public.
     
  8.  Ability to teach, coach, and assist peers, subordinates, and superiors when requested or identified.
     
  9.   Ability to utilize District elected software programs such as Word, Excel, Visio, Blue Beam, Vector Solutions, Image Trend, and other software at a sufficient level of skill to timely and satisfactorily perform a moderate to heavy workload.

  13.   Possess and maintain a valid State Driver’s License and an insurable driving record.
     
  14.  Possess and maintain current knowledge of the streets and road systems of the District.
     
  15.  Possess and maintain a national certification as a Fire Code Inspector I or equivalent within six (6) months of appointment.
     
  16.  Possess and maintain a national or State of Colorado Fire Inspector II certification within one (1) year of appointment; a national or State of Colorado Fire Inspector III – Plans Examiner certification within two (2) years of appointment.
     
  17.  Possess the minimum NIMS certifications required for the position.
     
  18.  State of Colorado Youth Firesetter Intervention Specialist I preferred.
     
  19.  Possess and maintain at minimum Fire Investigation Technician (FIT) certification within one (1) year of appointment.
     
  20.  Possess and maintain International Association of Fire Investigators (IAAI) Certified Fire Investigator (CFI) certification within two (2) years of appointment.
