POSITION TITLE: DIGITAL MEDIA SPECIALIST
JOB STATUS: FULL-TIME
FLSA STATUS: NONEXEMPT, NONSWORN
EMPLOYMENT STATUS: AT-WILL
HOURS: AS NECESSARY TO SATISFACTORILY PERFORM THE DUTIES OF THE POSITION
2025 SALARY: $69,885 TO $80,885 WITH A COMPREHENSIVE PAY STRUCTURE
The Frederick-Firestone Fire Protection District (“District”) has established the following job description to outline the basic requirements, duties, and responsibilities of the full-time Digital Media Specialist position.
This position is “at-will,” which means the District may terminate the employment relationship at any time and for no reason, subject only to Federal and State law requirements. Similarly, the employee may terminate the employment relationship without notice for no reason.

Position Summary:
The Digital Media Specialist actively oversees the District’s digital media presence under the direction of the Public Relations Director. This position involves managing digital media and public engagement with innovation and precision to foster community engagement, maintaining brand consistency, and ensuring accessibility compliance across all platforms.
Supervisor: Public Relations Director
Essential Duties:
The Digital Media Specialist requires the exercise of discretion, independent judgment, and initiative in overseeing all internal and external digital media. Primary duties and responsibilities include, but are not limited to:
- Design and maintain creative digital content and media for all District communications, including social media, the website, newsletters, and documents.
- Monitor feedback and analytics, compiling and analyzing data to refine strategies and submit monthly reports to the Public Relations Director.
- Identify trends and best practices to enhance user experience and increase community engagement.
- Ensure ADA compliance, mobile-friendly content, and adherence brand content guidelines, including advocating for inclusive digital practices and integrating accessibility standards into District services.
- Oversee and update all technical and content aspects of the District’s website to manage advanced functions, including page development, restructuring sections, accessibility compliance, and digital document remediation.
- Conduct regular audits and assessments of the District’s digital platforms to ensure compliance with WCAG 2.1 Level AA standards.
- Maintain website quality assurance standards by monitoring and correcting errors, ensuring accessibility, and training staff on these standards.
- Interact with the public by responding to inquiries in a professional manner and fostering a positive online community while upholding District policies.
- Provide critical support to the Public Relations Director by developing promotional materials and digital content to promote District events and programs, maintaining messaging consistency, and actively assisting with internal event execution before, during, and after to drive participation and outreach within the community.
- Lead video production projects, including recruitment, event promotions, recaps, emergency incident updates, and marketing videos for District programs and initiatives following the Public Relations Director's lead and the District's strategic plan.
- Assist with developing and maintaining a District drone program for marketing efforts.
- Cultivate and maintain interdepartmental relationships to accurately market District training, projects, and updates, recommend process improvement to align with strategic goals and brand messaging, and support the Public Relations Team in strategic planning.
- Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, vendors, internal and external stakeholders, and the public.
- Assist the Public Relations Director with managing internal and external marketing and outreach plans, following other strategic communication plans outlined by the Public Relations Director or Fire Chief.
- Perform such other duties as may be assigned by the Public Relations Director or Executive Staff from time to time.
Required Knowledge, Skills, and Abilities:
- Possess experience in executing marketing, communications, and/or digital media strategies with a strong grasp of industry’s best practices.
- Ability to work on a flexible schedule, including evenings and weekends, as needed.
- Possess exceptional attention to detail.
- Ability to work independently and as part of a team to add value with minimal supervision.
- Ability to generate creative ideas and continuously seek improvement and efficiency.
- Possess strong relationship building, conflict resolution, and mediation skills.
- Experience with Microsoft Office is required; experience with Adobe Creative Suite, graphic design, and video editing software is highly preferred.
- Be energetic, positive, and outgoing, while maintaining a professional demeanor.
- Possess excellent written and verbal communication skills.
- Possess a demonstrable ability to maintain confidentiality.
- Ability to work well under pressure, stressful conditions, and time constraints.

- Ability to manage time, organize, coordinate, multi-task, and prioritize timely and satisfactorily to complete tasks efficiently and effectively in a dynamic environment.
Education, Training, Experience, and Other Requirements:
- Minimum associate degree in marketing, communications, digital media/marketing, business, or a related field. A bachelor’s degree in a related field is strongly preferred.
- Minimum of (3) years of experience in marketing, digital communications, or related field, with a strong focus on social media, website management, and video production.
- Possesses experience managing large-scale digital media projects and leading high-impact content creation initiatives.
- Possess demonstrable technical competency in utilizing meeting recording tools, artificial intelligence (AI), and closed captioning software to ensure accessibility and accuracy is preferred.
- Ability to possess and maintain or obtain within two (2) years of entering a District-approved program:
- Certified Drone Pilot – FAA Part 1078 Drone Certification is preferred
- Basic Public Information Officer
- Possess and maintain a valid State Driver’s License and an insurable driving record.
- Ability to read, write, speak, and understand the English language at a level adequate to perform the position, including spelling, grammar, and punctuation skills, and effectively present ideas and instructions.
- Ability to operate a computer and produce documents, display boards, electronic presentations, and flyers using typical office suite software and desktop publishing and graphic design software at a moderate to heavy workload.
Working Environment/Physical Requirements:
- This position will largely involve sedentary, administrative work in an office environment. Moderate physical activity is required.
- Must possess the ability to lift items over 25 pounds occasionally and up to 15 pounds occasionally.
- Requires standing, walking, stooping/bending, lifting, climbing stairs, and repetitive motion.
- Frequent exposure to periods of high activity, interruptions, and high stress under demanding and occasionally adversarial conditions.
- Communication with District members, volunteers, customers, vendors, and community members is required.
- This position requires completing a criminal background check, including random drug testing.
- Work hours will vary depending on the District’s community outreach needs at any time.
- This position will involve working non-traditional hours to fulfill the organizational mission, needs, projects, or special circumstances, including community events.
