2025 SALARY:                        $69,885  TO $80,885 WITH A COMPREHENSIVE PAY STRUCTURE

 

The Frederick-Firestone Fire Protection District (“District”) has established the following job description to outline the basic requirements, duties, and responsibilities of the full-time Digital Media Specialist position.

This position is “at-will,” which means the District may terminate the employment relationship at any time and for no reason, subject only to Federal and State law requirements. Similarly, the employee may terminate the employment relationship without notice for no reason.

Position Summary:

The Digital Media Specialist actively oversees the District’s digital media presence under the direction of the Public Relations Director. This position involves managing digital media and public engagement with innovation and precision to foster community engagement, maintaining brand consistency, and ensuring accessibility compliance across all platforms.

Supervisor:    Public Relations Director

 Essential Duties:

The Digital Media Specialist requires the exercise of discretion, independent judgment, and initiative in overseeing all internal and external digital media. Primary duties and responsibilities include, but are not limited to:

  1.  Design and maintain creative digital content and media for all District communications, including social media, the website, newsletters, and documents.
     
  2. Monitor feedback and analytics, compiling and analyzing data to refine strategies and submit monthly reports to the Public Relations Director.
     
  3.  Identify trends and best practices to enhance user experience and increase community engagement.
     
  4.  Ensure ADA compliance, mobile-friendly content, and adherence brand content guidelines, including advocating for inclusive digital practices and integrating accessibility standards into District services.
     
  5. Oversee and update all technical and content aspects of the District’s website to manage advanced functions, including page development, restructuring sections, accessibility compliance, and digital document remediation.
     
  6. Conduct regular audits and assessments of the District’s digital platforms to ensure compliance with WCAG 2.1 Level AA standards.
     
  7. Maintain website quality assurance standards by monitoring and correcting errors, ensuring accessibility, and training staff on these standards.
     
  8.  Interact with the public by responding to inquiries in a professional manner and fostering a positive online community while upholding District policies.
     
  9.  Provide critical support to the Public Relations Director by developing promotional materials and digital content to promote District events and programs, maintaining messaging consistency, and actively assisting with internal event execution before, during, and after to drive participation and outreach within the community.
     
  10.  Lead video production projects, including recruitment, event promotions, recaps, emergency incident updates, and marketing videos for District programs and initiatives following the Public Relations Director's lead and the District's strategic plan.
     
  11. Assist with developing and maintaining a District drone program for marketing efforts.
     
  12. Cultivate and maintain interdepartmental relationships to accurately market District training, projects, and updates, recommend process improvement to align with strategic goals and brand messaging, and support the Public Relations Team in strategic planning.
     
  13. Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, vendors, internal and external stakeholders, and the public.
     
  14.  Assist the Public Relations Director with managing internal and external marketing and outreach plans, following other strategic communication plans outlined by the Public Relations Director or Fire Chief.
     
  15. Perform such other duties as may be assigned by the Public Relations Director or Executive Staff from time to time.

 

Required Knowledge, Skills, and Abilities:

  1.  Possess experience in executing marketing, communications, and/or digital media strategies with a strong grasp of industry’s best practices.
     
  2.  Ability to work on a flexible schedule, including evenings and weekends, as needed.
     
  3. Possess exceptional attention to detail.
     
  4.  Ability to work independently and as part of a team to add value with minimal supervision.
     
  5.  Ability to generate creative ideas and continuously seek improvement and efficiency.
     
  6.  Possess strong relationship building, conflict resolution, and mediation skills.
     
  7.  Experience with Microsoft Office is required; experience with Adobe Creative Suite, graphic design, and video editing software is highly preferred.
     
  8.  Be energetic, positive, and outgoing, while maintaining a professional demeanor.
     
  9.  Possess excellent written and verbal communication skills.
     
  10.  Possess a demonstrable ability to maintain confidentiality.
     
  11. Ability to work well under pressure, stressful conditions, and time constraints.
     
  12. Ability to participate in public speaking, presentations, and communication skills (oral and written) and develop creative and impactful educational materials and presentations.
     
  13. Ability to manage time, organize, coordinate, multi-task, and prioritize timely and satisfactorily to complete tasks efficiently and effectively in a dynamic environment.

 

Education, Training, Experience, and Other Requirements:

  1. Minimum associate degree in marketing, communications, digital media/marketing, business, or a related field. A bachelor’s degree in a related field is strongly preferred.
     
  2.  Minimum of (3) years of experience in marketing, digital communications, or related field, with a strong focus on social media, website management, and video production.
     
  3. Possesses experience managing large-scale digital media projects and leading high-impact content creation initiatives.
     
  4. Possess demonstrable technical competency in utilizing meeting recording tools, artificial intelligence (AI), and closed captioning software to ensure accessibility and accuracy is preferred.
     
  5. Ability to possess and maintain or obtain within two (2) years of entering a District-approved program:
    •  Certified Drone Pilot – FAA Part 1078 Drone Certification is preferred
    • Basic Public Information Officer
       
  6. Possess and maintain a valid State Driver’s License and an insurable driving record.
     
  7.  Ability to read, write, speak, and understand the English language at a level adequate to perform the position, including spelling, grammar, and punctuation skills, and effectively present ideas and instructions.
     
  8.  Ability to operate a computer and produce documents, display boards, electronic presentations, and flyers using typical office suite software and desktop publishing and graphic design software at a moderate to heavy workload.

 

Working Environment/Physical Requirements:

  1. This position will largely involve sedentary, administrative work in an office environment. Moderate physical activity is required.
     
  2.  Must possess the ability to lift items over 25 pounds occasionally and up to 15 pounds occasionally.
     
  3.  Requires standing, walking, stooping/bending, lifting, climbing stairs, and repetitive motion.
     
  4.  Frequent exposure to periods of high activity, interruptions, and high stress under demanding and occasionally adversarial conditions.
     
  5. Communication with District members, volunteers, customers, vendors, and community members is required.
     
  6.  This position requires completing a criminal background check, including random drug testing.
     
  7.   Work hours will vary depending on the District’s community outreach needs at any time.
     
  8.    This position will involve working non-traditional hours to fulfill the organizational mission, needs, projects, or special circumstances, including community events.

Position Summary: The Fire and Life Safety Educator is responsible for developing, coordinating, and delivering comprehensive fire and life safety education programs to a diverse range of community audiences. This position focuses on overall community risk reduction, promoting fire prevention and life safety, building community resiliency, and fostering a safety culture.

 

Supervisor:    Public Relations Director

 

Essential Duties: The Fire and Life Safety Educator requires the exercise of discretion, independent judgment, and initiative in leading community preparedness, fire prevention, and injury prevention. The Fire and Life Safety Educator’s primary duties and responsibilities include, but are not limited to:

 

Program Development and Delivery:

  1.  Design, develop, and implement engaging fire and life safety programs and presentations for various age groups and demographics, including schools, businesses, healthcare facilities, community groups, and private residences.
     
  2. Create and update educational materials, lesson plans, handouts, visual aids, and other instructional media.
     
  3. Maintain and prepare community risk reduction-based programs as identified by the District’s Community Risk Assessment or other identified metrics.
     
  4. Conduct workshops, seminars, and training sessions on fire extinguisher use, CPR/AED/basic first aid training, escape planning, smoke alarm installation and maintenance, carbon monoxide safety, car seat safety, youth fire setting intervention, and general home and life safety.
     
  5.  Ability to develop creative and impactful presentations and educational materials and adapt those materials to meet the specific needs of different audiences and education levels.
     
  6.  Ability to effectively teach and engage diverse audiences, including children and adults.
     
  7.  Serve as a point of contact for all public education and community outreach programs.

 

Community Engagement and Outreach:

  1.   Serve as the primary liaison between the District and the community for fire and life safety education initiatives.
     
  2.  Participate in community events, safety fairs, and public demonstrations to promote fire and life safety awareness.
     
  3. Possess excellent public speaking, presentation, and communication skills (both oral and written).
     
  4. Possess strong public relations and customer service skills, including interactions with other agencies, co-workers, and the public in both routine and emergency settings.
     
  5. Ability to exercise tact, patience, and diplomacy when interacting with the public.
     
  6. Develop effective working relationships with schools, businesses, community organizations, and other governmental entities to strengthen program effectiveness and facilitate joint efforts.
     
  7.  Identify and address community-specific fire and life safety concerns and respond to public inquiries with information.

 

Research, Data, and Reporting:

  1.   Research statistics and data related to fire and emergency medical incidents to recognize trends, identify community risks, and inform the development of targeted education programs.
     
  2.  Analyze data and prepare comprehensive reports related to fire and life safety grants, programs, and activities, including attendance, content, assessment, and recommendations for improvement.
     
  3. Utilize statistical methods to analyze and interpret data to assess program impact, measuring outcomes.

 

Administrative and Support Functions:

  1.  Manage supplies and equipment related to training and education programs.
     
  2. Assist in researching and acquiring funding resources (e.g., grants, scholarships) for related programs and events.
     
  3. May assist with developing safety messages and fire and life safety activities for use on social media and in other marketing efforts.
     
  4.  Maintain accurate records of program activities and participation.
     
  5. Demonstrated ability to maintain confidentiality.
     
  6.  May supervise interns or volunteers assigned to educational programs.
     
  7.  Maintain comprehensive knowledge of, and compliance with, all District rules, policies, and procedures, including the District’s Member Handbook, and federal state, and local laws, rules, regulations, codes, standards and ordinances.
     
  8. Interact and cooperate positively and professionally with all District personnel and customers and consistently promote the District's professional image at all times.
     
  9.  Assist leadership in preparing and compiling records and reports, general correspondence, complex documents, and other materials related to community outreach and public education activities.
     
  10. Assist leadership with the coordination of community events and safety fairs.
     
  11. Ability to work well under pressure, stressful conditions, and time constraints.
     
  12.  Work alongside the District's shift personnel in coordination with fire and emergency medical services, prevention, and education.
     
  13.  Ability to manage time, organization, coordination, prioritization to timely and satisfactorily complete tasks efficiently and effectively.
     
  14.  Organize, manage, and host internal and external District events.
     
  15.  Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, and internal and external stakeholders.
     
  16.  Ability to adapt work schedules to accommodate program delivery and community events (e.g., evenings and weekends).
     
  17.  Ability to work independently and as part of a team with minimal supervision.
     
  18.  Perform such other duties as may be assigned by the Fire Chief from time to time.

 

Education, Training, Experience, and Other Requirements:

  1.  Minimum associate degree in public or secondary education, public relations, fire science, or a related field. A bachelor’s degree in a related field is strongly preferred.
     
  2.  Minimum of (3) years of experience with an emergency services agency, special district government, or another public sector doing outreach programs is strongly preferred.
     
  3.  Possess and maintain or obtain within one (1) year of entering a District-approved program:

               a.       State of Colorado Youth Fire Setting Intervention Specialist

               b.      Car Seat Technician certification

               c.       State of Colorado Fire and Life Safety Educator certification

               d.      First Aid/Basic Life Support/CPR Instructor certification.

           4 . Possess and maintain a valid State Driver’s License and an insurable driving record.

           5.  Ability to produce documents, display boards, electronic presentations, and flyers using desktop
                publishing and graphic design software, at a moderate to heavy workload.

           6. Possess a demonstrable knowledge of all national and local standards, state laws, local ordinances and
                regulations which apply within the District and every jurisdiction within the District’s boundaries. This
                includes current fire safety education techniques best practices, principles of public safety and risk
                reduction and juvenile/youth fire-setting behavior and intervention strategies.

            7.  Possess basic knowledge of emergency medical procedures and fire suppression techniques (beneficial).

            8.  Ability to read, write, speak, and understand the English language at a level adequate to perform the
                 position, including spelling, grammar, and punctuation skills, and effectively present ideas and
                 instructions.

             9.  Familiarity and proficiency in the use and operation of District software and hardware programs (e.g.,
                   Microsoft Office Suite, presentation software) and office equipment to timely and satisfactorily perform
                   a moderate to heavy workload.
